At Volvo Construction Equipment (VCE) in Shippensburg, PA, you will contribute to the transformation of our company, the transport industry, and society at large. You will work as a People & Culture Business Partner who contributes to the overall success of the business, by partnering with the different business areas to achieve goals related to our people. The People and Culture Business Partner collaborates with leadership to design and implement strategies that enhance employee engagement, organizational culture, and business performance. This role serves as a trusted advisor, providing expertise in talent management, employee relations, employee engagement & inclusion, and cultural initiatives. The successful candidate will focus on hands-on execution while also supporting strategic planning to support a thriving workplace environment.
While your primary function as a member of the P&C team will be to operate as a People & Culture Business Partner, you will also serve as the lead related to competence development for the Shippensburg site.
Main Tasks & Activities
We are looking for a People & Culture Business Partner (P&C BP) to primarily support our Operations/Production teams in a manufacturing environment. In addition, this role will support other parts of the VCE business, including Sales, Technology, and Purchasing, with a specific focus on competence development.
This role partners closely with production leaders, supervisors, and frontline employees to strengthen leadership capability, build high-performing teams, and ensure people practices support safe, efficient, and engaged operations. This position will help our organization to develop the skills and competencies needed to grow and transform our business.
The P&C Business Partner will serve as a trusted advisor to manufacturing leaders, helping translate business goals into people strategies that improve team performance, engagement, and retention. The Business Partner will also play a key role in developing people, building technical and leadership competence, and enabling continuous learning throughout the organization.
This is an on-site position at Volvo Construction Equipment in Shippensburg, PA. This is not a remote position, and the selected candidate will be expected to work on-site.
Key Responsibilities
HR Partnership & Employee Support
- Provide guidance to and support leaders on people-related topics, including employee relations, performance management, workforce planning, engagement & culture, recruitment, absenteeism management, compensation planning, and employee development.
- Directly support our industrial worker team members with all aspects of People & Culture.
- Ensure people practices support both operational performance and employee growth.
- Support the organization and team members through organizational change as we continue to both perform and transform.
- Proactively build and promote strong employee trust and open communication among all levels of the organization following Volvo’s Code of Conduct.
- Support health and safety initiatives at a site-wide level in conjunction with our Safety and Core Values team.
- Build relationships with local community organizations to strengthen the company’s reputation as a responsible community partner.
- Act as a champion for change throughout the organization.
- Actively participate in both regional and global P&C networks as needed.
HR Policy & Compliance
- Ensure company policies, practices, and people processes are applied consistently and remain in compliance with applicable labor laws, regulations, and company standards.
- Partner with leaders to ensure policies are clearly understood and appropriately applied throughout the company, including directly on the production floor, while supporting a fair and respectful workplace.
- Build relationships with local community organizations, schools, and workforce development groups to support talent pipelines, promote careers in manufacturing, and strengthen the company’s reputation as a responsible community partner.
Culture of Continuous Improvement
- Encourage teams to share knowledge and best practices across shifts and functions.
- Align people development efforts with continuous improvement and operational excellence initiatives.
- Help lead the digital transformation within the P&C team.
- Drive continuous improvement efforts within the P&C organization and support continuous improvement activities throughout the company, to help with transformation.
- Support and encourage cross-functional work throughout the Operations, Sales, Technology, and Purchasing organizations.

- Support leaders in building a culture where learning, improvement, and capability development are part of daily work.
- Work with leadership in all functional areas to identify high-potential employees and future leaders.
- Support the development of career pathways within manufacturing roles.
- Partner with leaders and others on the P&C team to ensure employees have access to development opportunities that strengthen both technical and leadership competencies.
- Partner with production teams and P&C team members to implement practical learning approaches that fit the manufacturing environment, such as on-the-job learning, skill certification, and structured cross-training.
- Help integrate continuous learning into daily operations rather than relying only on classroom training.
- Help develop and implement programs to coach and support production managers and team leaders in building their leadership capability.
- Help leaders strengthen skills in performance coaching, team development, problem solving, communication, and engagement.
- Support the implementation of leadership development programs for frontline leaders.
- Work strategically with the Volvo Group University and other global resources to leverage available training and development opportunities.
- Leverage Volvo's global networks to identify training and development opportunities for team members.
- Partner with production leadership to identify current and future competence needs across the manufacturing workforce.
- Help design and implement competency frameworks for roles throughout the business.
- Collaborate with leaders to strengthen cross-training and skill versatility within teams, especially with shop-floor teams.
- Establish and support relationships with local schools and workforce development groups to support talent pipelines and promote careers in manufacturing.

You have practical knowledge and experience with all aspects of People & Culture and have strong skills related to competence development. Education & Professional Qualifications
- BS or BA in Human Resources, Business, or a related field preferred.
- At least 2-3 years experience as a human resources business partner preferred.
- 1-2 years experience working in an manufacturing environment.
- Working knowledge of multiple human resource disciplines, including compensation practices, organizational diagnosis, employee relations, diversity, performance management, and employment law preferred.
- Strong knowledge of organization competency development for both industrial workers and office workers, and experience managing competency programs.
- Strong personal credibility, integrity, and self-leadership.
- Excellent computer skills with proficiency in the Microsoft Office package (TEAMS included) and the ability to easily learn and utilize other computer systems/applications.
- Outstanding communication skills.
- Ability to maintain confidentiality required.
- Ability to manage, juggle, and prioritize multiple activities to support evolving manufacturing processes.
- Ability to work in a manufacturing environment which includes be exposed to a shop-floor environment. ability to where personal protective equipment such as composite toed shoes, safety glasses, etc.
Physical Requirements & Work Environment
This role operates in both office and manufacturing environments and requires the ability to regularly move between these settings.
- Ability to sit, stand, and walk for extended periods of time, including walking throughout a production facility.
- Ability to navigate a manufacturing environment safely, including stairs, production areas, and uneven industrial flooring.
- Ability to communicate and interact with employees in both office and production settings, including areas with moderate noise levels.
- Ability to wear required personal protective equipment (PPE) such as safety glasses, steel-toe footwear, hearing protection, and other protective equipment as required in production areas.
- May be occasionally exposed to typical manufacturing conditions, including moving equipment, industrial noise, temperature variations, and limited exposure to oils, lubricants, cleaning agents, and other industrial materials.
- Ability to occasionally lift or carry materials up to 20 pounds, such as training materials, laptops, or equipment.

For this position, the base salary range is set at $96,000 - $137,200, and where applicable, bonus eligible. The range for this role, as well as final salary offered, is determined by several factors including, but not limited to, geographic location, work-related knowledge, certifications, skills, education, and experience. In addition to these factors, we believe in the importance of pay equity and consider internal equity of our current team members as part of any final offer.
